Creates mandatory minimum sentencing guidelines for the possession or sale of fentanyl and certain opiates. Assigns a low-level sentence of 2-20 years in prison (4-6 milligrams), a mid-level sentence of 4-20 years in prison (6-8 milligrams), and a high-level sentence of 25 years to life in prison (8+ milligrams).
