Establishes guidelines for licensing boards when considering applications of individuals who have a criminal history. 

Nevada is one of the worst states regarding licensing barriers for entering the workforce and makes it only that much more difficult for formerly incarcerated people trying to re-enter the workforce and reintegrate with society.
